The USAID Promote: Women in Government held the following events:

January 2017

University Workshop in Herat Province:

  • Date: December 31, 2016 and January 1, 2017
  • Participants: 160 participants composed of 107 Women and 53 Men)
  • Objectives: Recruitment event for internship program; information sharing on rights of women to work under Islam and Afghanistan constitution; training of participants on job search skills including interviewing for jobs and writing CVs

University Workshop in Balkh province: 

  • Date: January 30 and 31, 2017
  • Participants:  154 participants composed of 88 Women and 66 Men)
  • Objectives: Recruitment event for internship program; information sharing on rights of women to work under Islam and Afghanistan constitution; training of participants on job search skills including interviewing for jobs and writing CV

Roundtable discussion in Herat province:

  • Date: January 4, 2017 
  • Participants: Representatives of Local Haj and Religious Directorate, the Herat Provincial Council, civil society and academia. 
  • Objectives: To discuss cultural obstacles to women working, street and workplace harassment, the perspective of Islam about women’s occupations outside the home and the role of men in promoting safer workplaces for women. 

Public Forum in Balkh province 

  • Date: January 15, 2017
  • Participants: 107 participants comprising of 46 women and 66 men 
  • Objectives: The forum aimed to effect behavior change by addressing key socio-cultural drivers of persistent gender inequality and existing norms that preclude women from working in government. 

Professionalism in the Workplace training for mentors

  • Date: January 30 and 31, 2017
  • Participants: 19 ministry officials from MoBTA, MoTCA, MUDH, MoD, the Supreme Court, the Office of Atomic Energy (OAE), Kabul Municipality, CEO, Civil Society Organization (CSO), Afghan Geodesy and Cartography (AGC), Civil Aviation Authority (CAA), and MoWA and 4 project interns.
  • Objectives: The training aimed to promote excellence in professional behavior throughout government agencies.

February 2017

Internship Program Launch in Herat province

  • Date: February 4, 2017
  • Participants: 140 Women and representatives of Afghan Government
  • Objectives: To launch the internship program in Herat province.

Conference on Policy Reforms for Women in Government 

  • Date: February 12-13, 2017
  • Participants: 113 including 66 key staff from 22 ministries and 10 independent agencies serving as HR, Gender, and Policy and Planning Directors, together with seven participants from civil society organizations.
  • Objectives: The aim of the conference was to identify reform areas that will support hospitable working environments for women in government.

Result:  The top ten reform areas identified:

  1. Amendment of laws, regulations and procedures
  2. Creating job portals and career development centers for women
  3. Fulfillment of 30 percent quota to increase female representation in government
  4. Empowering the gender units and providing additional professional development and advocacy
  5. Public awareness and behavior change campaigns
  6. Increasing women’s role in leadership
  7. Establishing a committee to oversee the recruitment process for women in government
  8. Training and development of women
  9. Upgrading or installation of workplace enablers (e.g. health and wellness facilities, separate toilet facilities for women, physical upgrades to safety and security facilities)
  10. Identifying positions for women in each ministry’s approved list of full time civil service positions.

March 2017

Roundtable discussion in Balkh

  • Date: February 4, 2017
  • Participants: Member of Ulema Council, a religious scholar, a sharia law faculty lecturer and an official from the Afghanistan Independent Human Rights Commission.
  • Objectives: The purpose of the discussion was to bring about positive behavior change towards women working outside the home and in government, and to create interest and support for the USAID Promote: Women in Government program objectives.

Networking event

  • Date: March 26, 2017
  • Participants: 227 program participants composed of (67 government officials and 160 interns)
  • Objectives: To foster professional relationship building between interns and ministry officials, encourage job recruitment, highlight successes and lessons learned and share information about the project’s policy reform initiatives.

April 2017

Internship Program Launch in Balkh province

  • Date: April 11, 2017
  • Participants: 150 graduate women and representatives of government.
  • Objectives: To launch the internship program in Balkh province.

Internship Program Launch in Kandahar province

  • Date: April 22, 2017
  • Participants: MoWA Deputy Minister, head of the Balkh Provincial Council, Gender Unit Directors of local government offices, representatives from the Supreme Court and 150 university graduate women.
  • Objectives: To launch the internship program in Kandahar Province.
